Resurfacing of Swartklip Road and Mew Way intersections on Japhta K Masemola Road, Khayelitsha

The City of Cape Town’s Urban Mobility Directorate hereby advises the public of roadworks at the Japtha K Masemola Road and Swartklip Road/Old Faure Road intersection as well as the Japhta K Masemola Road and Mew Way intersection. The project forms part of regular maintenance to prolong the longevity of the City’s road network. Work is planned to take place from today, 2 October 2023, until Tuesday, 14 November 2023, from 09:00 to 15:30, Monday to Friday. 

The details of the resurfacing and ancillary works are as follows:

  • Milling of existing surfacing at selected areas
  • Milling of the existing base layer
  • Supply and lay a new bitumen treated base
  • Supply and lay a new asphalt wearing course over the full width of the road/intersection
  • Remove magnetometers before milling and replace after surfacing, and installation of new magnetometers, repeater and access point as required
  • Repair guardrails
  • Repair surfaced sidewalks
  • Fill and repair batter slopes and median islands
  • Supply and install new kerbs
  • Lane mark the entire section with retro reflective road marking paint


Some lanes will be closed and the traffic flow will be facilitated by means of a STOP-GO system during construction work. These intersections consist of dual carriageways and STOP-GO systems will only be implemented when the normal traffic flow cannot be accommodated by a single lane closure.

'The Swartklip Road and Mew Way intersections on Japhta K Masemola Road in Khayelitsha are very busy routes that are also used by minibus-taxis and buses. As such, we will minimise the lane closures during the morning and afternoon peak-hours to limit the impact on road users. The resurfacing of these intersections will prolong the longevity of the road,' said the City's Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas.
